C3D-0204 · Vicinity map: correct location, off the temp folder done

Repoints the VICINITY_260612 image definition at a map re-fetched for the coordinate the user supplied from Google Maps (33.5194218,-84.1664244, zoom 17) and stored in the job folder beside the drawing, replacing a dead Windows temp path. Reloads it and verifies every raster in the drawing resolves to a file that exists.
